Small Projects Programme

 

 

CESE receives and analyses projects throughout the year.  Once received, projects are analysed by a specialized team of advisors who meet weekly.  All projects must be submitted for assessment by the team for approval.

Projects must arrive at CESE a minimum of 40 days in advance of the planned start of activities.  This period is required to allow time for the project to be registered and analysed. Once approved, the contract is sent to be signed and returned; only then are funds released.  Proposals that arrive outside this time-period do not receive priority.

Projects sent in December and January take longer to analyse and approve, since CESE concentrates on other institutional activities at this time, which also coincides with the team’s collective annual leave.  This does not, however, prevent organizations from sending in their projects during this period.

Projects may be sent via e-mail or conventional post.  An approved project contract must be sent by conventional post with the complete name and signature of the legal representative of the organization, accompanied by the minutes of the most recent Trustee Board election.  Where organizations are accessing CESE for the first time, or if there has been a change to their constitution, we also request that the organization send us their constitution.

Proposals must, preferably, be sent in line with the guide for the preparation of CESE projects – in Portuguese.  Once completed, the proposal form should be sent to the address below, for the attention of the Projects Department (Secretaria de Projetos) with PROJECT FOR ANALYSIS (PROJETO PARA ANÁLISE) written on the envelope.

AREAS SUPPORTED BY CESE

 

• Institutional Strengthening – initiatives that aim to organize, strengthen and coordinate popular and social organizations as agents for social transformation.

• Human Rights – projects which aim to promote Human Rights (economic, social, cultural and environmental; particularly in the struggle against any form of prejudice, intolerance and violence).

• Economic Development – initiatives to generate occupation, work and income that seek the economic inclusion of the population excluded from the formal work market, or that aim to consolidate stable and alternative forms of production and income generation.

• Communication and Culture – efforts to democratize information and to reclaim and promote popular culture.

• Environment – projects for environmental education and for the intervention of groups and associations in the implementation of public policy, the recovery of degraded areas, recycling, overcoming socio-environmental conflicts and that promote the appropriate management of natural resources.

• Ecumenical Coordination – initiatives with an ecumenical dimension from churches’ diakonia or social action sectors with the objective of strengthening their work in the sphere of human rights and their commitment to social movements.

• Popular Health – initiatives for the defence of the right to health through direct action, which value traditional health practices or intervene in public policies;

• Education – the defence of public education, popular community education and projects that promote differentiated educational practices.

CRITERIA AND PRIORITIES

 

Through its Small Projects Programme, CESE is able to support one-off initiatives, that is, those that have a beginning, middle and end and do not depend on ongoing support.  These projects are called “one-off” because they involve very specific activities and are related to the organization’s intended end activity.  It is not possible, therefore, to consider proposals that contain budgetary items related to institutional upkeep, such as salary payments; monthly office maintenance expenses (electricity, telephone or rent bills etc.); infra-structure expenses (property construction or renovation); or the acquisition or repair/maintenance of vehicles.

One-off activities may be carried out at local, regional or national level.  Payment of international travel and expenses are not included in these criteria.

CESE supports projects that:

1. Prepare the population to exercise their right to democratic participation in the various decision-making levels of society, enabling them to intervene in the formulation and oversight of public policies.

2. Have an educational function, motivating the communities involved to become aware of both local and general social realities and how these realities may be transformed.

3. Strengthen community organization and assert autonomy and leadership, avoiding the establishment of dependent relationships and helping to overcome those that already exist.

4. Seek community benefit, ensuring broad community participation in decisions about the project and avoiding the use of personal promotion or any type of proselytizing.

5. Have the potential for replication, either by encouraging other groups to take up similar initiatives or by causing government bodies to adopt the project experience.

6. Encourage coordination between groups with similar concerns and contribute to the development of transformative social movements as essential elements of civil society.

 

Note:

New requests from organizations that have already been supported during the current year will not receive priority.

Even when a group falls within CESE’s criteria and general priorities and where the dialogue process with the proponent organization has been established, CESE reserves the right not to support the project should it not judge it a priority at that time or due to the (un)availability of resources.

RECOMMENDATIONS

 

It is important that projects take into account the following recommendations to facilitate the work of the CESE team:

• Present the objectives clearly and directly;

• Include the planned date for the start of activities and a detailed local programme;

• Specify a well-defined methodology;

• Define the expected results and the monitoring and evaluation procedures which will allow the group to analyse whether or not the results have been achieved at the end of the project;

• Define the predicted number of direct project beneficiaries and the number, or percentage, of women and young people;

• Make a clear and detailed project budget showing how calculations were made and specifying the amount requested from CESE, the organization’s match funding and other sources of support (where available);

• Identify the proponent organizations and any grant-makers involved, including their CNPJ (Brazilian charity registration number), full address, city, state, CEP (post code), telephone number (with area code), e-mail and website (where relevant), full name of the person legally responsible for the organization and their signature;

• Provide the organization’s full bank details with: the full name and CNPJ (Brazilian charity registration number) of the account-holding organization; name of the bank (which must have a branch in Salvador); bank account number (all digits); bank branch number (all digits); bank branch city and state;

 

• Where the application is for equipment, send at least three (03) financial quotes.
