CESE has a Project Service with an Advisory Team that is responsible for the analysis and approval of project applications. Once applications for support have been approved, CESE monitors and evaluates their project execution until the end of the project. To this end, it has created a System of Planning, Monitoring and Evaluation (Planejamento, Monitoramento e Avaliação: PMA), which was initially created as a framework for the Small Projects Programme. Currently all CESE’s programmes and CESE itself are assessed through this system.
The system for Planning, Monitoring and Evaluation (Planejamento, Monitoramento e Avaliação: PMA) is essential to enhance CESE’s work. Using this system, the institution prepares its operational plans; carries out the constant monitoring of activities; and evaluates its team internally, encouraging the employee team to effectively participate. It has therefore gradually established a culture of planning which is based on each sector formulating goals and a six-monthly confirmation of what was planned and what, in fact, took place.
Internal evaluations take place every six months and at the end of the year these are fed into the preparation of the operational plan for the following year, enabling the systematic monitoring of activities and of the periodic evaluations themselves.
The Windows-compatible computerized systems Project Manager (Gestão de Projetos: GM), Finance Manager (Gestão Financeira: GF) and Managerial Accounting (Contabilidade Gerencial: CG) facilitate control and provide frameworks for a number of organizations.
The Planning, Monitoring and Evaluation (Planejamento, Monitoramento e Avaliação: PMA) system supports the work of the team of advisors in CESE’s Project Service. We can therefore confirm immediate results, medium-term effects and the impacts of its programmes over the long term.
The PMA of the Small Projects Programme includes:
• Financial and activity reports;
• Sample visits to projects;
• Monthly monitoring of goals and resource application;
• Sample effectiveness evaluations;
• Impact studies.
