CESE’s principal programme aims to support small one-off projects allowing the institution to benefit a greater number of initiatives and to broaden its range of operations. By functioning in this way, CESE also avoids creating dependency and is able to respect the autonomy of groups. More than 300 projects are supported annually. Through this programme, CESE stimulates the mobilization of local resources for the implementation of popular organizations’ projects. As an incentive, CESE doubles the amount raised by the organizations that propose projects for groups and work with them in solidarity. The Action Programme for Children (click here – in Portuguese)uses this methodology to support small projects primarily aimed at children and adolescents.
The PAE has a commitment to strengthen innovative social activities for civil society coalitions and networks that aim to intervene in public policy. The programme also seeks to stimulate knowledge production that contributes to civil society activity in the fight for the defence, guarantee and promotion of human rights. PAE project selection operates through a bidding process, initiated by CESE and widely disseminated to groups and social movements.
PAE objectives:
• To contribute to the institutional development of supported networks;
• To stimulate and strengthen innovative social activities, coordinated through the networks of civil society organizations that aim to intervene in public policy, with an emphasis on the Benchmark Policies;
• To stimulate the production and dissemination of knowledge capable of supporting civil society activities in the fight for the defence, guarantee and promotion of human rights;
• To contribute to the classification of CESE activities into strategic themes, based on network intervention experiences in public policy.
Created in 2003, the programme is remarkable for the thematic and regional diversity of its projects. As well as financial support to three-year projects, the PAE also includes monitoring visits, exchange meetings, evaluation and support for the systematization of experiences.
